Recognition of Prior Learning (RPL) is an assessment pathway for people already working in traffic control and traffic management. Instead of sitting through training for skills you already use on site, you provide evidence of your experience and have it assessed against the units of competency.
If you have the hours and can back them up with paperwork, RPL is the faster route to a nationally recognised Statement of Attainment.

Order of assessment
Each skill set is assessed separately and must be completed in order. You cannot apply for all four as a single combined assessment.
- CPCWHS1001 Prepare to work safely in the construction industry must be held before TC1 or TMI1
- TC1 must be completed before TC2
- TMI1 must be completed before TMI2
- Entry requirements for each skill set still apply under RPL
Who can apply
RPL suits you if you:
- Currently work, or have recently worked, in traffic control or traffic management
- Can supply documented evidence of the tasks you have performed
- Hold the prerequisites for the skill sets you are applying for
- Can provide a workplace referee to verify your experience
If you cannot show enough recent industry experience, standard course delivery is the better option.
Evidence you will need
- Completed RPL application form
- Resume covering relevant traffic management work
- Traffic guidance schemes or traffic management plans you have worked to
- Signed SWMS or JSAs
- Job sheets, site diaries or logbooks
- Copies of existing licences, tickets and Statements of Attainment
- Employer or supervisor references
- Contact details for one or two referees
Quality matters more than volume. Send what clearly shows the work you have done.
How the process works
- Talk to us about your experience and which skill sets you are targeting
- Complete the RPL application and gather your evidence
- Submit your application for review
- Your evidence is mapped against the units of competency
- Your assessor identifies any gaps and may request further evidence
- Attend your assessment
- Assessor makes the competency decision
- Statement of Attainment issued on successful completion
What happens at assessment
- Briefing on current Austroads and Victorian requirements
- Written knowledge assessment
- Competency conversation with your assessor covering your work history and site scenarios
- Practical demonstration where evidence does not fully cover a unit
- Gap training where required, arranged with your assessor
If you are assessed as not yet competent
You will get written feedback on what was missing and a clear plan to close the gap. That may be extra evidence, targeted training, or reassessment of a single unit. Partial outcomes are possible, so you may achieve one skill set and finish another later.
